Kelly Fowler graduated from Centre College of Kentucky in 1973. He then entered law school and graduated from the University of Louisville School of Law in 1976, earning his J.D. degree.

In the past, Kelly served as temporary city attorney for the city of Owensboro, served as president of the Daviess County (Kentucky) Bar Association and was named “Attorney of the Year” in 1995 for pro bono legal work performed for the poor. Kelly has also served as a member and secretary of the Board of Trustees of the Owensboro Daviess County Public Library and is presently serving as Chairman of the Board of Directors of the Owensboro Family YMCA.
